Sir,

in

your

Victoria, Hong Kong, 14 April, 18441.

Having wanted my official instructions during my absence I obtained them at New York and beg to return them.

On reporting my letter to you of the 28th Ultimo, I fear that the expression "establishment" used therein may imply more than I can venture to ask. I therefore beg the favour of His Excellency's permission to have the present Post Offices for a short time, and subject to what conditions you may think proper.

I am anxious to commence any duties before Wednesday, but cannot issue notice of the new regulations till I know His Excellency's will.

I have &c.,

(Signed) Thos J. Scales.

Private Secretary.

Sir,

I am directed by His Excellency the Governor in Council to acknowledge the receipt of your three letters under dates the 25th and 28th Ultimo; and the Instructions, which are herewith returned.

His Excellency is quite satisfied, after perusing those Instructions, that it is not possible for you to carry them into effect, at least at the commencement of your duties without some assistance, and His Excellency is therefore pleased to grant you the use of one of the present Post Offices - which is a Government Building.

To

Thomas J. Scales Esqre

Deputy Post Master of Hong Kong.
